Backing the Next Generation of Homeowners
The Portuguese government has injected an additional 100 million euros into its public mortgage guarantee program for young adults. The financial boost follows formal requests from Novo Banco and Caixa Económica Montepio Geral.
According to a newly published government decree, the decision addresses the forecasted lending operations of both banks. Novo Banco requested a 40 million euro reinforcement, while Caixa Económica Montepio Geral asked for 60 million euros to secure their portfolios.

Making Housing Accessible
The government noted that these funding requests reflect the critical importance of the measure. By encouraging housing accessibility for young people, the state aims to support the broader national economy.

The state-backed guarantee applies strictly to permanent home ownership for young buyers aged 35 and under. Valid for contracts signed through the end of 2026, the policy allows the Portuguese state to act as a guarantor for up to 15% of a property’s transaction value.

A Growing Financial Safety Net
When the initiative launched, the initial maximum guarantee was set at 1.2 billion euros in November 2024. These funds were distributed among participating financial institutions the following month.
The limit has since undergone massive expansions to meet market demand. In September 2025, it was raised by 350 million euros, followed by another 750 million euro increase in April 2026.

The program’s total commitment now stands at a sweeping 2.3 billion euros. Participating financial institutions can continue to request further portfolio reinforcements as needed.
